The Milky Blue Japanese Game Boy Advance is identical to the PAL/NTSC-USA release; the Glacier Game Boy Advance.
This variant came with: a cardboard insert, the console in some clear packaging and two manuals - one in English and one in Japanese. This is because this specific model was actually a "Duty Free" model that was sold at Airports in placed like Singapore, Dubai etc.
Nintendo started manufacturing these at home in Japan but the switched to their brand new (at the time) facility in China. Hence why some Milky Blue Japanese Game Boy Advances say Made in China in the back and some say Made in Japan.
